Mr Hockey said he was willing to risk the pledge because he was so confident a second airport will not be built.

He made the promise while appearing on Fairfax radio with Transport Minister Anthony Albanese.

"I tell you what, I will make this promise - and it's not a pretty promise - I will walk naked through Martin Place in Sydney the day this Government builds a second airport outside the Sydney basin," he said.

"That's my pledge to you and your listeners."
